Consulting for setting up a website with webcam chat

I need a "Test" website where i can upload to my Server. I should be able to create a user account and start a Public Webcam with an attached chatroom. I need to stream with a freeware software or page plugin to the Website. Also unregistered users should be able to chat. A overview should show all current online chatrooms. I need a offer for this Test project. Thank you!
