Build a Website

I require a website for a new business which will advertise vacancies where companies require a 'sales agent' or 'distributor' to promote their products. The website will need to allow users to upload their CV to a database. Companies who have vacancies and are registered on my website will be able to to view CVs and make contact with the agents themselves. Sales Agents will need to be able to apply for vacancies through the website but only by first registering and uploading their CV on the website and then applying for a vacancy. The website will need to be able to receive payments from customers who wish to advertise a position These are 2 of my competition in UK although my business will operate in Ireland initially [login to view URL] [login to view URL] Both of these websites have more content than I need. However eventually I would like to be able to grow the website easily. I require CMS to allow me to update the website easily. I require a very professional looking website and I am open to using an existing design that would keep cost down.
