Design a HIGH QUALITY user interface for my web based app

I need someone to design a full web interface for the web app I'm going to build. The design needs to be very well considered and custom built (not from a theme) Needs to be delivered as a .PSD will all files. If you can build in HTML/ web language I'll also consider a full build option. Concept:- A live platform for music artists where users can determine the agenda/ set list/ song list LIVE both before the commencement of the video and actually during the performance. Twitter and it’s hashtag mechanism will be the voting platform. The idea is that the more that users Tweet the ‘stream hashtag’ along with the unique song tag the higher the song moves in the chart therefore making it’s way onto the setlist for the performance. The voting will begin at a time pre-show that the artist/ label specifies in their options. (allowing people to start voting an hour before the show begins) – during this time a show trailer can loop in the main viewing window. ALL ADDITIONAL INFO IS IN ATTACHED WORD FILE.
