Apple Motion animation from rendered tga files background

I need to have a Apple Motion file made that looks like the composition attached. I have all the graphics needed (compass animation, fonts, background. I just need to have the lighting effects matched in motion and the red line animation, etc. I don't want this done in Adobe After Effects I need it in Apple Motion. I want it as close as possible to the animation that is attached. My budget is $30.
