Convert my .AI web design to pixel perfect .PSD

I am attaching an .ai file of the new design that I need you to make into a pixel-perfect, photoshop design. So all I have to do is give it to a developer to program. I also need any file needed to show what the various CSS effects look like and how they work. Basically everything needed to give to a developer to code. I've included all the notes, ideas and what the page should look like in RED text. I basically laid out the page myself in .ai. I need this to be ready in a LAYERED PHOTOSHOP FILE. If you have any questions about it please let me know. Or if you really read this information tell me how much is 4 x 4. If you have any other ideas while creating this for me let me know also. I would appreciate it. The attached is close to actual size to my 1440x990 screen, (19" diag)
