Create a website

This project will require solid knowledge both of front-end and back-end site design, taking care of the entire site construction, from the design aspect to the core functionality. My team needs a new website with a similar layout to that of : [login to view URL] We have a current working template with [login to view URL], similar to that above but tailored to our website. We would mostly need help with the back-end site design. Website users should be able to register, create a profile and upload a video of less than one minute and allocate tags to their videos. The website should have a public side and a client area. The client area would be able to see the uploaded videos. The public side (website users) cannot see any other video other than their own. We are convinced that a database will be required. We have a reasonable limit to our budget on this project. Bids are open to negotiation depending on the amount of work you contribute to this project. The website should be available in English. The website is preferably to be developed using the latest HTML, PHP and CSS programming standards, to ensure future compatibility across all platforms. A fully functional content management system must allow for fast updates to be made to the website. The framework provided should be scalable, allowing for other languages to be incorporated, and giving access to administrators to add or remove website users. All the design files, source code, etc... is to be provided to my team. My team and I will hold and own all the copyright for the material. We will provide further details at request. Prior experience is hugely preferable.
