The HTML should be clean and to modern standards. In particular:
It should use an HTML5 style <!DOCTYPE html> declaration
It should validate as HTML5 without errors
It should be formatted so that it is readable
Use divs not tables
Use CSS and class attributes, not inline styles
Give CSS classes meaningful names, so "top-header-banner" rather than "block-style-1"
Where two elements have a similar style, they should be styled with the same class, so that changing the single class will change the style of all elements
Images should be optimised for fast download
Use JPEGs for photos and PNGs for vector graphics
Resize each image to the same native size as its <img> element
Support retina screens
Prefer native CSS effects (e.g. border-radius and linear-gradient) to images
If you have to use images, make a @2x version and use CSS media queries to select the right one
Support modern browsers
If the user is on an up-to-date version of IE, Chrome, Firefox or Safari, the page should look great
If the user is on an older browser that doesn't support certain required features, it's OK to look less than great, but provide a fallback. So for example, older browsers don't support linear-gradient, so add a background-color CSS rule so that they at least see a plain flat colour.
