Build a Website with user accounts and engagement

Hello, I need someone to build a website where users make an account, and create a profile page to put their photo and a question. other users can login and rate their photo from 1 to 10, and answer their questions anonymously. I had a site like this a long time ago but lost it, I still have some javascript and css files so this will have most of the work already done, the site needs to be responsive. So I hope you can do the majority of it in 48 hours easy. I will post what the old homepage looked like, you can see on the homepage it had 5 random members at the top and their rating and on the side were the top 3 members.
