Build a Magazine Style Website

I am looking to build a website around a specific regional Indian language. It is going to be a large website with lots of text, photo, video and other content information. Also, planning to add a forum or a community for discussion within the same website. Following is expected of the web designer. - Very SEO Friendly, including Images, Google Plus and Video SEO - would like the site's photos to appear in Google, Bing etc. Knowledge of designing SEO friendly websites is a must. - Social Media Friendly (Easy to Share, Comment, Discuss) - Mobile Friendly Responsive Design - Sufficient space for adding advertisements - Two versions : One English and the other in the regional language. Currently Google translate is sufficient, later I plan to add human translation I would like a fixed priced project with quick support, and fast reaction to implement changes and willingness to work UNTIL I am 100% satisfied. I have a basic excel wireframe on what navigation and content I need to add, but if you are willing to share ideas I would be more than happy. I also have unlimited shared hosting currently, but would like feedback if this is sufficient or should I move to a better webhost.
