Convert .jpg to Vector Image

I need the following things done to the attached image:
White background removed
The "noise" in the image removed (if you zoom in on the attached jpg, you'll notice it is very "unclean" around the edges of the image with random pixels)
Once those two things are completed, I need the image turned into a vector image as I'll be using the image on signs, postcards, business cards and so on, so I need an image that I can "blow up" to a massive size and still have a nice, clean & pretty image.
I need two final files delivered to me:
One .png file that is at least 1000px wide (and the height proportionate to the width)
The vector image file
I need this done today. The sooner today the better. I'll be selecting a winning bidder based on price.
