show me how to build make file and call the dll from python

Hi I have a visual studio 2015.

I want help to compile the attached make file project. Instructions to do so would be great. I need help with creating the xll and running it in excel 2015.

I also need help with creating a dll and calling it from python if possible and straightforward.

See the example excel file in the attached that's what I am trying to replicate.

Deliverables:

1) Instructions on how to build the xll file (an xll make file and source code are in the attachment)
2) Instructions on how to build the dll file (a dll make file and source code are in the attachment)
3) An excel spreadsheet showing the xll works (see the attachment, it contains an example xls file, I just need to get this up and running)
4) A python file woth comments, demonstrating how to call the functions from the dll.

PS: I use visual studio 2015 and windows 10. So the solution must be compatible
