Convert .pdf files with perfect accuracy into editable files (MS Word, MS Excel, editable .pdf)

I have two official documents in .pdf format (attached). Currently, I cannot edit them. I need the two documents replicated with perfect accuracy (consistent formatting, text, placement, colors, etc.) in file types that can be edited – specifically MS Word, MS Excel, and an editable version of PDF.
Speed is key, I need the converted documents as soon as possible.
By perfectly editable, I mean being able to write into all white spaces on the document – the lines which are present for text, the tables, and the 3 horizontal “bubbles” – in other words, write into all white spaces on the document, as well as be able to edit the text (font, underline, etc.). However, the original format must be kept in the converted files (before my editing). Also, future editing should not affect the format of the document – for example, writing text or numbers into one of the tables on the document should not shift the table or mess up the text locations. Similarly, for example writing onto one of the lines that are present (first page, top) should not cause the remaining text and tables and everything else in the document to shift down.
The attached documents are in the Czech language. Letters and font must also stay consistent (no unknown letter symbols etc.)
