Convert Excel Data into a Single Outcome

Seeking quick turnaround--a couple of days. For each and every congressional district, I want to know how many county disaster declarations have occurred. This project requires that various FEMA, county, and congressional district data be compressed into a single variable: Number of times that counties in each congressional district have had disasters declared. The caveat is that the FEMA data is registered in counties, not congressional districts. A system will need to be devised that converts counties into congressional districts (of which, one county may fall inside two or more congressional districts). This conversion will then showcase that a disaster declarations in county 'A' (which falls inside congressional district '1' and '2') actually counts twice, once for district '1' and once for district '2'.
