Analyze some Data : restructure data set

I have a data file that has a 'master' variable that captures a unique ID for people. That row of data then describes the quantity of target behaviors.
The problem is that each person in the 'master' variable can appear any number of times. I need the data re-structured so that each person in the 'master' only occurs once. AND all the remaining variables are then AVERAGE for that person for that variable.
To illustrate...
ORIGINAL DATE will look like this (where there are 3 people in 6 rows):
MASTER VAR1 VAR2
1234 1 3
1234 3 2
5423 1 3
3564 4 2
3564 2 4
3564 3 3
The intended OUTPUT of this project will look like this (3 people in three rows):
MASTER VAR1 VAR2
1234 2 2.5
5423 1 3
3564 3 3
The data will start with 4047 rows, and end with 2161 rows. There are 35 variables on top of the master variable.
