Desktop Application to Extract/Parse Data

I need a desktop application which can take information from a PDF file and then extract it into an excel spreadsheet based on certain criteria. I have attached the pdf. I want to be able to import the file into the application and press PROCESS and it should export an excel spreadsheet with the following column headings: Debtor First Name Debtor Last Name Address City State Zip Code Creditor Name Filing Date Filing Amount In the PDF File, for the Debtor Name, if there is a comma in between the names, then the name that appears first is the LAST NAME and the part that appears after the comma is the FIRST NAME. If there is no comma, then just put the entire value in the FIRST NAME field. For example, in the first record of the attached document, the FIRST NAME would be DANIEL and the LAST NAME would be MEDINA. Similarly, in the 3rd record of the attached document, the name SALSA LATINA RESTAURANT LLC would go into the FIRST NAME field because there is no comma separating the names. For the Address, please skip the final line that says: [ ] County. The Address will be the first line...so in the 1st record it would be: 509 BENSON ST. The City is the first thing that appears under the address line before the comma. In the first record it is: CAMDEN. The state is what appears after the comma, so in the first record it is: NJ. The zip code is what appears after the state, in the first record it is: 08103-1203. The Creditor Name is listed under the Creditor Information section. The Filing Date and Filing Amount are listed under the Filing Information section. I need a filter in the application which will allow me to EXCLUDE a record based on the creditor name. Once I add in filters, the application should save and remember them - so I don't have to enter them every time upon launch. The filter should also recognize PARTIAL entries. For example, if I input in the exclude filter the term "CAVA"....it will exclude record 1 because the creditor name is CAVALRY SPV I LLC AS. The application should allow me to SET where on my computer I would like to export the excel CSV file. The application should remember that entry so I don't have to input it every single time I run it. Please make sure the layout of the application is pleasing and you associate a desktop app image to it. Please call it: JUDGMENT SORT If there are any odd cases based on the criteria I have layed out and the document that I have attached, please let me know. I want to make sure the application is developed to be rock solid so when I run it once a week, it functions exactly the same. It there are any odd cases due to data being misplaced in the document, we can maybe discuss omitting those entries. I"ve had something like this developed for less than $100 and turned around very quickly (within hours) - so please keep that budget and timeframe in mind. Thank you and goodluck.
