currently i am using weka for supervised machine learning for classifying my university data set. according to your project goal to predict whether income exceeds $50K/yr based on census data. Data Cleaning Plan: Remove the outliers that were found in different attributes discretization will be done for continuous attributes and Normalization is applied if it is required. Data Selection Plan: Different evaluations will be done to get the minimized error value as compared with other attribute selection. Data Mining Plan: compare and contrast the results of various classification algorithms will be applied and along with their error rate will be projected. Pattern Evaluation Plan: the analysis of various attribute contribution with graph and visualization will be done. lastly cross validation report of the algorithm selected /supposed to use which best suited for the data will be done

I couldn't propose complete algorithm without data sheet. While, I'd like to say I have some experience in prediction Movie Box Office with Multivariate Regression Analysis and Random Forest Analysis. In your case, I think it's pretty familiar with what I have done. I would test a few Data mining algorithms and find the best way to predict the income.
