Add Audio/Video Chat Features

I am seeking someone that can add the ability for users to chat live with audio (microphones) and video (webcams) to Chat. Chat works with Smarty PHP and JavaScript.. I am looking for something along the lines of the audio and video chat. I want users to be able to use their webcams and microphones in private messages only. I will also need a feature that sends a request to the user if another user attempts to view their cam with the ability to reject the request. My budget for this project is very small as this will be operating on a new website that is being paid for out of my own pocket. If the work is completed in a timely manner with no complications, I would be happy to include a bonus once the work is completed if my budget allows for it. I do prefer to make a down payment and make further milestone payments as the work progress.
