Convert a single page restaurant menu to decent non automated css and html

super simple one page menu. Id like it to be done very quickly and to have decent clean css that wasn't run through automatic software (never looks right). Shouldn't take more than an hour for a skilled person. Id like the columns to collapse to down (responsive) when the user resizes the window down. Dont use bootstrap or anything as its being inserted into an existing cms (css does NOT need to be inline).
