I have a good background in Delphi, but would like to see the source before we commence (happy to sign NDA), but this bid should be enough to cover it. Have you considered that depending on what it does, it could be better to rewrite in c# using the existing libraries, than to convert. Anyways, will need to see the code before I can offer better advice than that.

I have been coding in Delphi since 2000 starting with Delphi 1 to now Delphi XE5. In the way i started coding in dotnet(Csharp) around 5 years back. So i can say i have about 12 years experience in Delphi and 5 years experience in CSharp - both the tech needed by your project. I have coded for database , shell, windows api .
