Build A Frame Accurate Video Player In C++

This project is to build the following: Overview: The video player will be embedded into an online video platform that requires frame accurate playback of quicktime video. The player will need to be installed onto MAC and Windows Devices. So will need two versions - A frame accurate video player - To be build in C/C++ - That will work on a mac or pc. - Is compatible with main browsers for last five years. - The software will be installed and called by the web page playing a given video title. - The player should allow for controls for the jogging of a frame a time. - The player should display using video timecode. - Video will be in Amazon S3 or in the Amazon Cloud Front so this should be factored into the requirements for performance reasons. Outcomes: Need to be provided with the code and have full ownership over the code, IP and rights to it's use. Need to be provided with the two versions one as an MSI and the other a DMG file ready to install. To to be able to pay you between $100-$300 or there about to allow me to take this version and integrate into my portal and also wrap in some DRM.
