Custom Video/Audio Capture source for Skype/Skype TX

We require a video and audio capture source that can be picked up by Skype TX. For an audio source to be picked up by Skype it would need to be an audio driver (possibly virtual audio device driver). The video capture source is to basically repeat video frames from a Blackmagic Decklink video capture device on the operating system. The audio capture source is to repeat audio data from the Blackmagic Decklink audio capture device on the operating system. Both virtual sources are to use the video and audio format of their Blackmagic sources. We would expect both audio and video sources to be synchronized. Acceptance criteria The audio and video source can be seen and used by Skype The audio and video are synchronized The audio and video can be played back smoothly if it is used in Graphedit Notes However you choose to achieve this is unimportant as long as the criteria are met.
