I may use C# to do this project. My major is in pattern recognition, and I have several academic papers published in this field.

I have already the modules that perform character recognition. They are based on the principles of neural networks and image processing. 10-days will be used to re-train the AI so that it could decode those class of images you may have. My Bid for this project is $400.

We've done this kind of project. Our latest project was to detect underground cable from an image file (scanning output from GeoRadar device). Our task was to detect the position (depth and distance) of the cable, and also the size of the cable. We use some patterns in Neural Network algorithm in doing this. The result was great, our result was above 75% right. Character recognition is the same like our previous project. But it is much easier (in some point of views) an also faster to achieve the result. We are expert and pro in this. We are waiting for your comment and response.

We have done wok similar to this. Infact we have designed face recognition systems. Further the neural networks or svm employed by us won't take 10 or 15 days for training rather they can be adjusted within 2 days or so. We also have experience in recognizing continuous handwriting for pdas.

I am bidding this project for a maximum of 30 days with one person for a cost of 300$. First 2 weeks of time will be taken for get the clear requirement and understanding of requirements. Third will be for design and fourth week will be spent for the design implementation as coding and also testing of the software.
