A physical part drawn in a CAD file for machining

I have a physical item that I need to have created into a CAD drawing. With that said precision is key for this job. The part that needs to be eventually machined is a hub to a vehicle wheel. For this job I would send a physical part to the designer and then give instructions on the changes that I need made to the original in the drawing. If the designer does good work then further work may/will be in the pipeline. Details are below.

This is the part of the car that the wheel would bolt to with five wheel lugs going into the five holes you can see in the hub. The hub in these pictures along with the one that will be sent have a bolt pattern of 5x100. This means that there are 5 holes in the hub that are all spaced exactly 100mm from hole center to hub center.
One change I will need is to make this 100mm measurement increase to 112mm. With that said; by increasing this measurement to 112mm the new lug pattern after the holes are drilled is larger than the diameter of the piece.
My second change is to have the designer measure the amount of material that is between the lug hole and the edge of the piece and change the diameter of the hub so that with the new 5x112 bolt pattern the distance is the same as the 5x100 original hub.
