Decode FSK from a WAV file

I need an application or DLL that can decode telecom FSK (1200Hz mark, 2200Hz space) recorded in an 8x8 WAV file. These WAV files will have sounds other than FSK in them, but the FSK is cued by a special DTMF tone. The binary data should be written to a file. APPENDED 9/28: FSK (Frequency Shift Keying) is a method of translating binary data into an analog signal. Essentially, it is a 1200 baud modem transmission recorded in a WAV format, so what that means is that once you get the correct start of the transmission, you just have to check the frequency every .0833ms and determine if it is 1200Hz (which would be a binary 1) or 2200Hz (which would be a binary 0). The start bit is a 0 and the stop bit is a 1, so each byte would be contained in ten .0833ms bits. I'm pretty knowledgeable about how it looks and acts, I just don't know anything about the WAV format and therefore can't write anything to programmatically analyze its frequency. I figure it shouldn't be too difficult, since I can visually see the difference in the frequency with a sound editor, it's just not practical for me to read a transmission visually. The attached a sample sound file shows the DTMF tone that signals the start of the FSK data as well as a short data burst.
