small sweat shop needs an App ( max budget £450 )

This project has ( 'limited budget') if you will give me unreasonable price don't bid pls. IOS and android app ( both versions). Scope; app for small sweet shop. It has to display all items with full details such as ( quantity, price, description, rating plus review from customer).
There is additional price for delivery will add to the receipt. Payment; cash only
 Language : Arabic only ( I'll do the translation at the end) Users: 1-admin 2-Clint 1.1 admin * - admin can view/ block any accounts 
 * - Admin can view order records/ with their statues 
 * - Admin confirm the order /reject it 
 * - Admin confirm the delivery statue 
 2.1 Clint * - Clint can place an order/ choose time and date to deliver 
 * - Clint can cancel the order just before confirmed by admin 
 * - Clint can post a review in any time they ordered before 
 * - Clint can pay by cash only 
 We have a logo + hosting sever ( Linux ) + developer accounts for both iOS and android.
The design needs it simple in 3 colors ( red – white – black ). The design should be interesting as it is sweet shop .
