Creating Graphics from the Web in ASP.NET

I need a small web application (master page, content page) written in ASP.NET that does the following: 1) The small application will allow a user who is logged in to create a card ([login to view URL]) from scratch using predefined set of borders. 2) The user who is logged in will provide a particular image that will be placed somewhere on the card (usually the center). 3) The user will be able to choose 4 numbers (left, right, up, and down) and it will place it in an exact section of the card (top left corner). 4) The user will be able to choose a particular element (images in the zip below) and it will paste the picture in the top right corner. 5) The application should be open ended to allow for any image to be used as either the element, numbers, or borders. They can change or the user could be provided with multiple options. 6) The user should be able to download the finished product in JPG form (JPG is minimum, extra image export options preferred) when they are satisfied with the result. 7) If database use is necessary for this application, it can be assumed that only mySQL would be available. 8) Any additional effects, particle effects, blurring, etc is optional but would be a nice feature. A 25% bonus will be provided if the developer gets fancy enough to provide these graphical effect OPTIONS. The coder should seek approval before providing these options so that we both can agree that it is acceptable for this bonus. 9) The code should be written in VS 2005 (2008 preferred). VB.NET preferred, Libraries/DLLs can be written in C# if necessary. This application is a web version of [login to view URL] The end product may never be resold. Atomic Entertainment, Inc would have sole rights to this intellectual property. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform ASP.NET Windows IIS
