  2) You need to design and develop the app for that and it need to be linked up to one of the cloud the cloud API's . And with that comes are those apps for iOS and Android, or just one of those platforms? iOS apps are developed using C# or Swift using Apples xCode IDE and Android apps are mainly developed using Java on Googles Android Studio IDE.
  
  3) Next we have to do the web development stuff, you could use a platform like Wordpress for that - https://wordpress.org/plugins/integrate-firebase/ and integrate the Firebase API. But I'd ideally do it myself the traditional HTML5/CSS/JS way.
  
  So that's how you do it, but it's not as easy when you put it into practice. Now you also said there is no dog grooming apps on the App Store, I'd like to hypnotise that maybe it's because something like dog grooming is in the ball park of say "Childish" or "Kiddy" to be managed by something as technological as this.

     Price is whatever a person values their time, efforts, and quality of work to be.
     
     1) AWS, Azure, and Google Cloud aren't Cloud API's although they probably provide them; they're cloud computing. And I personally wouldn't recommend them for a local business at all; a small local business simply doesn't justify the price when there's cheap shared hosting plans available that'll allow them to manage more of their site without a developer, and also be fast enough for their needs.
     
     2) The use of Cloud API's aren't going to be necessary for a small and local business. There will be no need for managing clusters of servers to make their service operational. They're obviously not starting up as an international dog grooming service.

     3) Oh so instead of using a CMS, you'd rather create everything from scratch + employ the use of server clustering (which is often used for resource heavy business), yet somehow at the same time their service doesn't justify it being made into an app, and it's childish and kiddy to do so?
     
     The only thing that's childish and kiddy are your blatant misuse of terminology and the above misconceptions. I'd almost think you're trying to scam them but I'm on a hunch that you just don't know any better.

  I can easily do this but there's a catch. Basically what you're asking for is something that's in the scale of $800AUD (approx. $500USD) and still $800 is still a very lowball figure. Companies like booker probably paid developers in the figure of $1000-5000 depending on customer scale, to get their App and Website Developed.
  
  1) You need to utilize a cloud platform API to store, retrieve and manipulate data, images etc. Cloud API's such as Amazon AWS, Microsoft Azure or Google Cloud will do the trick. And another thing to take note is these platforms do have a monthly charge and they aren't cheap! There is a something Google offers, which you might be able to get away with for free (depending on how much data your customers will use), but probably not: https://firebase.google.com/pricing/
