Develop a general purpose website (front-end and back-end)

I need to create a website for my users to login and add some items and perform some actions over items. I need this website to be developed in a high quality UI/UX design and also to be implemented in standard coding patterns to be applicable for further changes (edits). Here are the fundamental requirements for my website: There are two level of access to the website: user panel and admin panel 1. Users should sign up and login to the website in order to register 2. After first login user should complete some data fields (address, etc.) in order to be able to do some actions 3. Users with completed account will always directed to dashboard page after login 4. There are two options that user can select (only the manual process will work) 5. There is a list of items that user can select each and insert related data for the item and finalize the form in order to start the purchase process 6. Dashboard shows all the Items inserted by user 7. User can click on “Action” available for some items to insert a new Order 8. User can see the documents of the order and confirm or reject it. 9. Admin can see the list of new orders in his panel when he log in to the admin panel 10. Admin can select each order to process the order 11. There is a process status for each order of users that should change after each step of action: (validating order, processing order, order completed, order failed) 12. Admin user can change the status of each order 13. Users are able to see the current status Also I attached slides to provide a simple mockup of my needs. They are in mobile format but my desired website should work correctly on any usual screen size (pc and mobile web browser). You can develop in any well-known architectural pattern for web development like MVC (Model-Controller-View) and any web application framework like ASP.net, Python Django, Laravel, … For database any well-known relational database is accepted.
