The actual cost will depend on the metal piece, the quote is considering it's an easy piece. The quote is for both the CAD design for laser cutting (have 9+ years of experience of designing products for laser cutting) as well as structural analysis using FEA on Ansys Workbench. I am a mechanical engineer so if you give me the working conditions i can calculate the boundary conditions myself.
