Develop 3d Avatar with dynamic TTS (SAPI engine) and facial expression in C++ for Windows PC

We need to create a speaking 3D female robot like Avatar character head in C++ language for Windows PC (Windows 7 to Windows 10) which automatically lip syncs SAPI TTS engine, has dynamic stochastic mood settings (happy, skeptical, sad, etc.) and callable movements (smile, blink, head-tilt, etc.) Deliverables and Terms: 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Avatar character should not be copied and should be original and should be approved by us. 3) We should be able to plug the module in our existing C++ code (we use Qt framework) 4) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables) 5) Project should be compatible and should be able to compile with Visual Studio 2008 6) All deliverables will have the sole copyright of our company (Brainasoft). We will receive exclusive and complete copyrights to all work purchased. Use of third party libraries or APIs should be done wisely which allows to use the code and executable commercially without having to make it open source (No GPL etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
