Hello, I'm looking for some 3d work and this caught my attention. I ran out of work and am looking for more. I could do your video in 3D for you, I'm also a musician which really helps for the timing with animated music videos. For $500 I could give you a character or 2 high res, and 2 or 3 low res. Also I noticed in the Gummy Bear video there was only about 4 scenes with one being really simple, which would be best for your budget. But yeah I think I could do it in about 3 weeks, maybe less.
