Stored Procedure Help Hierarchy Parent/Child Menu

I have a sql query/store procedure that I'm close on but can't get part of the child set to order correctly to the parent id and child id in a menu list.. attached is the project file to run and create the table, data, and stored procedure. This is a n-tiered hierarchy.
Create test DB in MSSQL [freelancer_test_menu]
Run data/scripts "[login to view URL]"
Execute "[login to view URL]"
SOLVE Sort Problem Parent name to line up above child names based on [ParentId]/ Child [ID] hierarchy
