I have a UWP application which consumes a universal runtime component which in turn calls a win32dll. The project compiles however the win32dll needs to be added to the package manifest in order for the UWP application to access the dll. I am willing to pay someone to tell how to add the dll to the package manifest.

Hi, I suggest you to recreating the win32 dll in .net standard project which targets recent version of .Net which implements the .net standard. If the win32 dll contains platform invoke calls to the native win32 methods then the uwp project will no longer compliance with mobile and other low range devices except desktop os version. If the dll contains only .net api calls then using .net standard will ease your work, good luck.
