Do some Excel Work - Repost - open to bidding

I have a excel spreadsheet for irrigation. This spreadsheet is incomplete. I need to tie in the root stage with the total water available and then change the "No later then column". My requirements for completion is adding in the necessary formulas to finish the "No later then Date" and "No sooner then Date". The good news is all of the data is in the excel, which means it just needs to be tied together. The "No sooner then Date" needs a formula that I'll give the winning bidder. Id like to have the temperature auto-updated on opening the excel sheet and to be tied into a "GDU" (Or growing degree unit) column that'll keep track of heat units. The temperature will fall into a range that adds if it falls within a range and excludes if it falls outside of it. Thank you.
