Simple Standalone Windows Application - Save Images / Highlight Image Map

We need you to product a simple standalone application (to be run win Windows 7/8 environment) which enables the user to ‘click’ on (‘highlight’) specified parts of an image and then save this image with these highlighted sections: a) as a ‘template’ where the file can be closed, then re-opened with the same ‘highlights’ visible b) to be able to export the image a universal format image (jpg will be fine) with the highlights visible. The program must also feature some basic settings, and the ability for multiple ‘templates’ to be saved and stored. It must also be coded in a way that allows for additional ‘Master Designs’ to be added in the future without having to redesign the application. The program must not require installation but can use configuration or application files that are stored in a sub folder of where the main application is saved. i.e file name [login to view URL] and sub folder \JLOTDCFG\ We will provide you (the programmer) with the 1 initial image design with 3 high resolution images so no graphics design work is required.
