Build CNC from scratch for Gas/Plasma Cutter

I want to build up a CNC from manual gas cutter. Need Robotic engineer that guide me to build it up from scratch. I will purchase and assemble all the mechanical parts and motor in my end and it is exclusive from the project price. Below are the work requirement :
1. Design chassis that supports 2/3 axis rotation, hold the gas cutter.
2. Help me to choose the right motor according to our need.
3. Help me to install motor both mechanically and programmatically. FYI : I know Java programming language. I used Ardunio previously and done little bit coding with it.
4. Help me to choose all the electronic parts.
5. Software installation
