Develop Online Simulation (for Project Management Calculation)

This is for my PhD research (in project management).
Basically, I want to conduct an experiment to obtain data (from around 350 students). The experiment should enable students to make decisions in an online project management simulation (i.e. decisions on which activities to be crashed, how many days should it be crashed, which contractors should be selected, etc) and these decisions will affect project duration & budget. The first simulation will be a simple one (without taking account of risk, success rate etc), the second simulation will be more complex (inserting risk, contractor cost, etc).
I will prepare the mathematical model and the logic behind the simulation, but I need someone to create the program and design the user interface.
I think the simulation can be made with R, and can be uploaded to Forio Epicenter for UI, but I am flexible with whatever way you want to do it.
