GEO IP Banner adserver with mobile carrier detection

First i will probably need [login to view URL] to determine carrier/isp ip + Devicetype detection . Important for me is - Mobile carrier detection - Device detection ( desktop / mobile phone / tablet ) My desired workflow Login into my server.. Simple dashboard (visualisation of adviews ) and listed in tabular form. I need to be able to group adviews by country -> additionaly by mobile carrier ( of its not mobile carrier its shows other = means wifi ) See picture : grouping [login to view URL] campaign creating : It must be like a list with rules. I want to set a rule for each country and show a specific banner for each rule. [SAVE rules ] when i finish my "banner flow" , i save it an the software has to generate a javascript code. This code can be placed on a website and depending on the rules, it will show different banners for different users based the rules i set/edit. Use Jtag : Jtag shows the banner image ad on the desired site. For high performance needed. Maybe good to cache all rules into a file to lower requests on apache/mysql.
