Database build - as an Access DB, other, or as On-line App in LAMP or Windows environment - 2nd round

Greetings - we need a tool for managing restaurant reservations, with catered groups. Database Purpose To "Reserve" varieties of dining patterns and value potential for a hotel dining Room: I attach a set of spreadsheets with field and data input screen needs, and finally report needs. Can be built as an Access or variety thereof or in a MYSQL environment with PHP, etc. We will access via a web interface that you build or via Remote Desktop for say Access. Hosting - we can host it on line in either a Windows or LAMP environment We do need access from multiple computers and remote We do need the capacity for at leasr two users in the DB at the same time, please. Kinds of reservations will be 1) Meal plans (2 varieties - each with 3 sub varieties) populating multiple meal periods on a From/To base multiplier, with provision for starting and ending meal periods 2) Restaurant reservations, a Date, a Meal period, special needs 3) Group In-house Name, org, Meal Period - an added three AM Break, PM Break, Reception, Standard Menu, Spec menu, Spec needs VIP 4) Group Restaurant Name, org, Meal Period - an added three AM Break, PM Break, Reception, Standard Menu, Spec menu, Spec needs VIP Who Will Use Busy hotel front desk team Output Daily population of report of First Name, last, Tel. email and # count and value for each meal period Report to populate any date From - To Period Export and Import (of current reservations) - CSV, please with mapping.
