Customize my Osclass Theme

Hi guys,
Its nice to have a chance to work with you. I'm needing a help to customize my osclass theme bit similar to existing web.
I need you to make it bit similar to [login to view URL]
I need to improve some of the features from the other site such as post views count, premium add (it's like if someone pay $5 his add will display 1 week on the top 5 post related to his category. and if someone can pay $10 for 2 weeks, $15 for 3 weeks like that)
also i like to reserve small thumbnail adds as premium adds (small 2 rows of post contain 5 add per raw with their post picture and title.
as you guys expert in this field please suggest what you can do to improve this theme with the feature.

The small thumbnail post (2 rows with 5 thumbnail per row) must be shown on bottom of the home page.
Sorry I forgot to add these in first place. I need a page called 'Adds' or what ever it shootes to show all new adds from all divisions (city) it's fine if you liked it to home page thumbnail view. So on home page ramdomly 10 new adds showing and there must be a small button or text link to go to see all new adds on adds page.
Also please tell me how you going to build premium add feature and the payment section (PayPal, bank deposit, credit card and etc.)
So when a person going to post a add he must able to "post Ad" without register on site and in the bottom of "post ad" page he must able to select free ad or paid packages. If he chose paid packages he must registered. People who post free ad also can register before post their ad, so they can manage there ads and see how many viewed he got and features necessary to this site. Thanks.
also please reserved few places in post view (advertisement) for Adsense and etc but without effecting to sites genuine look.. (Some sites are full of advertisement so people don't like it) thanks.
PLEASE NOTE : That i don't need a website to be done by you and i need a theme for Osclass Classified Script.
MUST : Exactly the same as "[login to view URL]" theme with the new features that i mansion above also need to readable
in Sinhala and Tamil.
