Bot that will up/down torrents from RSS then post to WP

Hello there. I want to make a software or a script, whatever would be better. The work of the script is download from torrent>create rar, then upload to file host. Details : This should be an auto-script that should always keep checking for torrents. I'll add RSS feeds into the torrent downloader. The script should always keep running and keep checking if any torrent is downloaded in that particular RSS field. If yes, it should download that torrent, then rar it (the RAR will contain additional description, so that should be edited in the default .rar profile). It will then upload it to a few file hosts. They will be selected filehosts(but more than one), which provide api. The script should upload to that filehost and then grab the links. Also, it should make screenshots (if the torrent is video) or thumbnail, and also upload that thumbnail to an image host. Now all of these links and data should be collected, and posted in a wordpress post. It should be like the Title of the Post, then the description of the post. For the post I will make an HTML description. So the script should just basically change the data like title, and file host link and image link. Now the main thing in this script is, that sometimes, a single torrent contains multiple files(like episodes), so the script should take the torrent name for the post title, and then rar each file seperately. and then upload each file to the file host and grab the links. Also, I wont keep 100s of torrents at once. So its gonna be like, 10/20/50 torrents at once. So while these torrents are added, the new torrents should go into a queue. And then the download should resume. Finally, I need to have an admin panel, where I can define the accounts for file hosts and image host. And RSS feeds as well as functions like max no of torrents to download now, or like the max size of torrent to download. So if I set it to like 200Gb, it wont download any torrent above that size. I have somebody who has this script pre-made, but he provides support only once a week. So I decided to have this made. So I need someone that is willing to make this script as soon as humanly possible, plus they should be ready for some additions or changes while the project is ongoing. Also, even if the project is completed, I need support for some more time, like a few months, for If I find a bug.(Mostly freelancers provide this I believe.) Hmm, well I believe this is the gist of it. If there is anything else, I'll update the description. So people who have made a such an auto script earlier or something similar, will be preferred. But others can reply, the only condition is you should show me something related to this as a sample, like auto script, api script etc. I am not sure if this is the right budget or not. But the other guy was providing the script in this range. But if you are gonna make a good script and have more ideas, then I can have the budget flexible. Just don't should royalty while putting in the budget. And when I talk to you, I expect you have read the project. I won't explain anything from this part.
