Develop routines and modules to store and display all characters correctly in oracle and mysql databases using php and HTML sources

This mini script work project requires the freelancer to be familiar with how php handles character formatting with regards to uploading and downloading of characters both english and also non-english (basically the utf8 characters) of all international languages and stored interchangeably within csv files and also the medium that keeps the info, namely the databases in oracle and mysql. Therefore in the project, freelancer needs to: 1. Code how characters should be stored in the databases of Oracle and mysql so that that same character whether it be a..z or 1..9 or ~!@#$&*( or non-enlgish words like 비밀 (korean) or தமிழ் (tamil) etc etc and most importantly the comma and single and double quote marks, are what you see and what you get later when next retrieved or written back into the db from the php or HTML sources. 2. Next the to-be coded php function to download and upload these words into a csv file from the two databases types of oracle and Mysql , to prove no words are wrongly interpreted or cell values within csv delimited by the comma separator, are correctly placed so that even if a comma is part of a cell value, it will not create a another cell column because php csv recognises it wrongly as a separator instead of it being part of a sentence. For example if I have a text like "another comma,","another text" then when converted into csv format it should have two columns of another comma, and another text and not three columns of another comma and " and another text , that sort of issues. 3. Lastly, those same characters, when queried from the database and to be displayed back into the php/html pages, will be shown as per what you see is also what you get, without getting into trouble of how html pages interpret special chracters such as the tags etc. 4. Currently the existing program of php has already in place a function that queries the oracle database and place the values in arrays of key value pairs. Hence the code to be developed as function routines in php , should be able to accept this arrays as inputs.
