Develop java algorithm for accurate page orientation determination

Greetings! The task involves determining the orientation of a scanned page(tiff or JPEG) and then rotating it so that it can be read. The method in the attached document scans the document vertically and determines the language by the thickness(density) of the letters and the page's orientation by the differences in the skew(bent of the line) of different lines. I can understand the formulas in the document as I studied Mathematics and Statistics at college. I will do the vertical scan by obtaining and examining the pixels of the document. I have already done a similar thing. I have obtained a pixel in an image and determined it's color with Java in a game called Puyo. Please find the sample below. Regards.
