Hi, I have read your requirements and I think the only way this tool will work is either screen scraping or use the Crunchbase API which costs around $999/month. I have some questions. Are you willing to pay that amount i.e. $999/month ? What is the frequency of the data do you want it o be near realtime? We just need to build a scheduler which will periodically fetch the data according to the rules. Which can be done in java or node. Let's talk if you are interested.

I would need to use Python with a package called Scrapy which will scrape the selected data fields from a website from the site's HTML code, this is because Crunchbase requires an expensive corporate API key registiration to actually access the API. The script will scrape data from the selected links and another snippet within or an external script will send the emails.
