Create online application for order entry

I need to develop a new ordering system for a printing product which I will explain in detail to the coder. This is just the basic overview of the system, we will discuss in more detail the final specs. Please give approximate bid that can be adjusted later. 1- Use a framework for fast, easy and nice development 2- Have a list of companies, each company will have a list of employees (user name and password to log into system) and option for an employee to be an admin (can manage all employees records for that company). A company can have multiple locations. ONLY MAIN ADMIN, can manage all companies and employees. 3- Each employee will have a multiple file upload option (PDF, JPG, TIFF etc) with thumbnail preview (option to upload preview file) with hover to view larger image of the file. 4- Admin users can fill out a form to “place an order” for an employee. The order record will be saved online and send email of the order to predefined email addresses and to the admin. Have order statuses (order placed, awaiting approval, approved, in print, shipped, received). See sample order form (I will show later) to get an idea of the ordering process. There will be a section to show all orders, and a list of orders by each employee with their history. 5- Each employee can have order field defaults filed out so the ordering process will go faster. Admin can place order for multiple employees at once (with checkboxes on grid) for employees that have the defaults setup. 6- Have option for ordering reminder email (set on specific day range for each employee or option disabled (by default). Also, admin can review list of employees by date ordered to see who needs to reorder. 7- Employee can login to request a reorder, admin with get notification and can “approve” it will create then a new order for that employee. 8- should be integrated with PayPal Payments Pro to accept credit cards and paypal. 9- create a landing page that explains the system (I will provide the content) with option to sign up or request more info.
