Create WordPress Template from PSD

We are looking for a WordPress developer to convert a website mockup to a bootstrap-based WordPress custom theme that will pass W3 validation and adheres to the WordPress codex.
The site will have the standard default WordPress pages ([login to view URL], [login to view URL], etc.) and would provide you with the PSDs for the four customized template pages:
1) home page ([login to view URL])
2) internal content page ([login to view URL])
3) blog ([login to view URL])
4) contact ([login to view URL])
The header and the footer will be the same throughout the site.
The deliverable we would like is the theme as a .zip file - no installation is needed.
