Codez un logiciel

Hi, Speack french or english I would need to add a option in the Fusion table of google: I would like that when a number X of pin are concentrated in a circle o Y kilometers, ( where ever in the map , it has to detect that) , then i am notified in the app and by email ( and i can change easily the adresse email and add some more if i want). And it show and the map the circles who have this and the center of each circles with the adress. Does someone can do that? How much would it cost? I put 8 to 30 euros because i have no ideas of the price Just tell me, but don t get crazy with the price i don t have a lot of money unfortunetly Thanks, Best regards, Gulli
