I know this bid is outside your budget, however; there is actually quite a bit to what you asking. I've got a simple site scanner built (for another project) and it took about 3 days to code correctly. There were another 2 days of tests and bug fixes to get it all working on a real site. What you are needing (according to your description) will need to be even more complex since it needs to be mult-threaded, be able to run as a configurable service on it's own timer and provide filtering mechanisms. I believe my quote gives you best value you can find since I'd be starting with a basic solution and extending it, you'd get effectively 3-5 days worth of effort for free.
