Build an web based authentication application

We are trying to simplify authentication for various users using many applications that our company builds.

Applications that require authentication will need to be registered with the authentication app.

These applications will be issued an app id and a secret key on our website. It should be possible to generate new client keys as and when the client app owner wants.

Users will also be allowed to register on the app and will be provided an user id.

Your proposal should start with the word "Secure" so that we know you have really read this requirement.

Applications requiring authentication will redirect users to the authentication app along with user id and app id suitably hashed using the key so that the authentication application can verify that the request has indeed come from the app.

The authentication app will authenticate the user and redirect him/her to the client app along with a success/failure message - this will again be encrypted in a manner where the client app can verify that the response indeed came from the authentication app.
