Build a Website

Need a custom website created from scratch. Site should look and act like Ebay but instead of auctions users would sell numbers for bonus ball lottery draw (sellers would set a price per number <1-49 numbers>. users would list their item just like on Ebay but instead of bidding, buyers would select a number between 1 and 49 and purchase that number. Once all numbers have been purchased the listing goes "live" and would await the next UK (site must be able to deal with multiple lottery from multiple countries at later date). site should "pull" the lottery bonus ball number then automatically inform both winner (purchased number matches lottery drawn number) and seller of winning status and allow for exchange of contact details so that item can be given to winner. i would like to be able to set multiple price points for sellers (i.e set how much it costs to sell items) Must have feedback system like ebay as well as well as a "my account" area like ebay where users can see what items they have for sale, items sold, items that they are entered (like "bidding-on"), raffles that they have previously entered and not won etc. I would like to make sure that the site is very social sharing friendly and make it very easy to share a raffle (like the ability ebay has to share an auction page on facebook etc). Signup should be easy too with ability to sign up using facebook or google+ Homepage should look similar to ebay with latest listings and a list of categories etc.. I would like to be able to easily admin the site to: + customize, add and remove categories +remove and/or manage raffles +manage / add / edit / remove/ban users +generate reports such as number of raffles per day/week/month ++ other reports such as number of users / total value of raffles / completed items etc I am very familiar with wordpress so that is preferred but not essential so long as i'm able to admin the site easily.
